Code of Conduct

Our code of conduct is a resource designed to support us in doing all we can to live up to the promise of our mission, vision, and values. Respect for others, responsibility, discovery, and excellence are the values at the heart of our code. This foundation has enabled us to do great things for our students, patients, the citizens of Missouri, and beyond. They can also help us evolve to meet the challenges of tomorrow.


Policy Hierarchy

University policies provide the foundation for sound employment practices, legal compliance, and a positive work environment. The university is governed by a series of policies and procedures that follow an order of precedence:

  1. Collected Rules and Regulations
    1. Governed by the Board of Curators covering a wide range of topics, including faculty bylaws, personnel/HR, business management including purchasing regulations, and more.
  2. UM System policies
    1. Systemwide policy manuals in areas such as finance; human resources; etc.
  3. UM System procedures
  4. Campus policies and procedures, such as the MU Business Policy Manual

In case of any conflict between policies, the preceding rule in the hierarchy shall be deemed controlling in all circumstances. This means that while campuses may develop additional policies, formally identify campus-specific procedures and expand upon current policies, they may not exceed the authority contained in the UM System policies and procedures.

Your role as a supervisor is to ensure consistent and fair application of policies. The Office of HR is available to partner with you to understand and apply the following policies:

Organizational analysis is the process of evaluating the growth, personnel, operations and work environment of the organization. It provides valuable insights into how the organizational structure is supporting the outcomes desired, provides a framework for employee engagement and development, and impacts internal communications. It enables leaders to identify areas of weakness to find solutions.

University unit leaders contact their designated HR Partner to review workforce analytics for their unit(s) such as:

  • Workforce census
  • Hiring trends
  • Compensation
  • Promotion trends
  • Turnover trends
