The Position Review Committee reviews all requests for hiring new or vacant benefit-eligible positions for both the UM System and Mizzou business units. 


Key Priorities

As higher education continues to face economic uncertainty, we must ensure our institutional resources committed to hiring our workforce are applied as effectively as possible. We have a responsibility to ensure we continue to prioritize workforce decisions that directly advance our teaching, research and engagement priorities. To this end, we have established a committee to review all requests for hiring new or vacant faculty and staff benefit-eligible positions, effective Aug. 4, 2025. 


Process

Colleges, Schools and Departments should follow the process outlined below:

  • Complete the Position Justification form (via Kuali) in coordination with your HR Partner and Business and Finance Officer.
  • Make sure to complete the form and provide any supporting materials at least two full business days before the committee meeting. Failure to submit the required documentation will result in the request being held for the following committee meeting.
  • The committee will review the submission and issue a determination (approval, denial, request for additional information) and will communicate with the submitted in a timely manner.
  • Following approval, standard processes can occur with approval documentation attached as part of the hiring ePAF.

  • Matthew Martens, Executive Vice Chancellor and Provost, Chief Academic Officer for the Mizzou
  • Marsha Fischer, Vice President for Human Resources and Chief Human Resources Officer for the UM System
  • Rhonda Gibler, Vice Chancellor for Finance and Chief Budget Officer for Mizzou

Ex-Officio members will attend all justification meetings and provide follow-up activities to support the Position Review Committee's efforts of evaluation and decision-making. Those individuals are:

  • Mackenzie Moorefield, Associate Vice Chancellor for Human Resources for Mizzou
  • Tim McIntosh, Senior Director of Human Resources for the UM System

*For Campus Dining Services, Campus Facilities and Residential Life, some frequently filled roles are exempt from this process to ensure we efficiently meet the needs of those units and their ability to maintain business continuity for the university's essential student-facing operations.
